Mobility projects with one goal—getting El Paso up to speed again.
TxDOT will:

- Preserve the value of transportation assets
The best way to relieve the congestion affecting our city? Create alternate relief corridors to I-10. While some of these solutions are still being studied, the plan is to improve mobility by adding lanes to existing routes, upgrading interchanges and building new roads. A variety of funding options will be required to implement these new roadway projects, such as pass-through financing. Tolling is only one of several options for new projects in the El Paso area.
Northeast Parkway
The Northeast Parkway is a planned 21-mile highway that connects Loop 375 in northeast El Paso to I-10 in Anthony, New Mexico. The Parkway will create a bypass to the stretch of I-10 that goes through the center of the city. It will also act as an alternate route for traffic heading to the Fort Bliss area. The grades will be less steep than the current roadway through the mountains. The Parkway will also serve as another emergency evacuation route for Fort Bliss and nearby areas.

Loop 375 / Northern Corridor
This project would add two lanes (one lane in each direction) to the existing Loop 375 roadway from I-10 at Canutillo to the Zaragoza Port of Entry.
Spur 601
The area's first project using pass-through financing, Spur 601, is already under construction now. Pass-through financing expedites progress by letting local governments or private entities provide upfront financing for construction costs, then the state partially reimburses the costs over time by paying a fee for each vehicle that uses the road. In this case, the Camino Real Regional Mobility Authority, the Texas Department of Transportation and a private developer are collaborating to get this project completed quickly.
When finished, Spur 601 will be a 7.4-mile highway connecting the US 54 Patriot Freeway to Loop 375 Purple Heart Highway. It will provide a major new connection for Fort Bliss and the surrounding areas.

Montana Avenue Corridor
For communities in the eastern part of El Paso County, this project would provide better and faster access to I-10, Loop 375 and downtown. The addition of express lanes from east of Loop 375 Joe Battle to Loop 375 Border Highway is still being evaluated.
I-10 Southern Corridor
Studies of several southern relief routes are underway, including projects starting from the New Mexico state line and extending south along the Texas/Mexico border. To relieve congestion, express lanes would be added to I-10 and Loop 375, and new roadways would be built along the I-10 corridor.
I-10 Southern Corridor: Loop 375 Border Highway West
Loop 375 Border Highway West would include widening roadways and adding express lanes, which would provide relief for I-10 and better access to downtown and the university area.
I-10 Southern Corridor: Loop 375 Cesar Chavez Border Highway and Americas
Loop 375 Cesar Chavez Border Highway and Americas would add a lane in each direction along Loop 375 from US 54 to the Zaragoza Port of Entry and extend along the Americas section to I-10. This would provide an alternate route for travelers going to and from Mexico, as well as for local and through traffic.
I-10 Southern Corridor: Border Highway East
Border Highway East would be a new highway designed to improve mobility in southeast El Paso County. The increased congestion in this area is due to residential and commercial development, including the City of Socorro and the expansion of the Fabens Port of Entry. It would also connect Loop 375 at the Zaragoza Port of Entry to the Fabens Port of Entry while linking several communities including Socorro, Clint and Fabens.
I-10/Americas
Work is scheduled to begin next year on new highway connector ramps at the I-10/Loop 375 (Americas) interchange. This project is being funded by the American Recovery and Reinvestment Act, commonly known as the economic stimulus package.
